Article 2
                        Competent Authorities

     1.  For the purposes of implementing this Agreement the Competent
Authorities are:
     for the Russian Federation:
     the Ministry of Interior of the Russian Federation;
     the Federal Security Service of the Russian Federation;
     for the United Arab Emirates:
     the Ministry of the Interior of United Arab Emirates;
     the  State  Security  Department  of  United  Arab Emirates (with
regard  to  the  issues  of  fighting  terrorism  acts,  including the
exchange   of   information  about  terrorism  organizations,  groups,
elements,   methods,   designs  and  financing,  as  well  as  illicit
trafficking   in   weapons,   ammunition,   explosive  substances  and
radioactive  materials,  weapon of mass destruction and the technology
of its production).
     2.  The  Parties  shall  notify  each other of any changes of the
Competent  Authorities listed in part 1 of the present Article through
diplomatic channels.
     3.  The  Competent  Authorities  shall notify each other of their
units  implementing coordination of measures on cooperation within the
framework of this Agreement.
