Article 19
                        Settlement of Disputes

     Any   disagreement   between   the   Parties,   related   to  the
interpretation  or application of this Agreement or its Annexes, shall
be  object of direct negotiations between the Aeronautical Authorities
of the Parties, in accordance with terms established in paragraph 2 of
the  Article  18  (Consultation), excepting those which can arise from
the Article 12 (Aviation Safety). If the Aeronautical Authorities fail
to  reach  an  arrangement,  dispute  shall be resolved through direct
negotiations between the Parties through diplomatic channels.
