Article 5
                                   
     To  ensure  the  fulfillment  of  the  obligations  arising under
Article  4 of this Agreement, nuclear material transferred pursuant to
this  Agreement  and  nuclear  material  recovered  or  produced  as a
by-product:
     (1)  while  within  Japan,  shall  be  subject  to the Safeguards
Agreement for Japan; and
     (2) while within the Russian Federation,
     -  shall  be located, in principle, at facilities selected by the
International  Atomic  Energy Agency for the application of safeguards
provided  for  in the Safeguards Agreement for the Russian Federation.
Such  facilities  shall  be  listed  in  Part  A  of  Annex  В to this
Agreement; or
     -  may be located at facilities eligible, but not selected by the
International  Atomic Energy Agency, for the application of safeguards
provided  for  in  the Safeguards Agreement for the Russian Federation
subject   to   the  application  of  supplementary  measures  to  such
safeguards   to  be  agreed  in  writing  between  the  Parties.  Such
facilities shall be listed in Part В of Annex В to this Agreement.
