AGREEMENT
        BETWEEN THE MINISTRY OF TELECOM AND MASS COMMUNICATIONS
      OF THE RUSSIAN FEDERATION AND THE MINISTRY OF COMMUNICATIONS
      AND TECHNOLOGY OF THE SYRIAN ARAB REPUBLIC ON COOPERATION IN
        THE FIELD OF INFORMATION TECHNOLOGIES AND COMMUNICATIONS

     The  Ministry  of  Telecom and Mass Communications of the Russian
Federation  and  the  Ministry of Communications and Technology of the
Syrian Arab Republic, hereinafter referred to as the Parties,
     attaching  great importance to development of bilateral relations
between the Russian Federation and the Syrian Arab Republic,
     guided   by   the  intention  to  develop  and  enhance  mutually
beneficial  cooperation  in  the field of information technologies and
communications  for  the benefit of economic and social development of
their countries,
     having   mutual   desire   to   foster   growth  of  investments,
implementation   of   joint  programs  and  projects,  development  of
technologies   and   services  market  in  the  field  of  information
technologies and communications,
     have agreed on the following:
