Article 7

     1. In  giving  effect  to  the  provisions  of this Convention by
national laws or regulations or other appropriate  methods  consistent
with  national practice and conditions,  the competent authority shall
act in consultation with the organisations of  employers  and  workers
concerned.
     2. Provision  shall  be  made  for  close  collaboration  between
employers  and  workers or their representatives in the application of
the  measures  referred  to  in  Article  4,  paragraph  1,  of   this
Convention.
