Article 19

     1. Adequate measures shall be taken to protect any opening in  or
on  a  deck where workers are required to work,  through which opening
workers or vehicles are liable to fall.
     2. Every  hatchway  not  fitted with a coaming of adequate height
and strength shall be closed or its guard replaced when  the  hatchway
is no longer in use,  except during short interruptions of work, and a
responsible person shall be charged with ensuring that these  measures
are carried out.
