Article 31

     1. Every  freight  container  terminal  shall  be so laid out and
operated as to ensure so far as is reasonably practicable  the  safety
of the workers.
     2. In the case of  ships  carrying  containers,  means  shall  be
provided  for  ensuring the safety of workers lashing or unlashing the
containers.
