Preamble

     The  Government  of  the Russian Federation and the Government of
the  Bolivarian  Republic  of  Venezuela  hereinafter  referred  to as
Parties;
     Desiring  to  promote  the links of friendship and collaboration,
and  conscious  that the establishment of air transport services is an
effective  and  necessary  instrument for the promotion of the tourism
and economic relationship between both countries;
     Desiring  to  facilitate  the  expansion  of the opportunities of
international  air  services  and  to  promote  the development of the
international cooperation in the scope of the air transport;
     Desiring  to make possible that the airlines offer to the users a
variety of options of air services;
     Desiring  to  grant  the highest degree of safety and security in
air  transport  and  reaffirming  their  grave  concern  about acts or
threats against the security of aircraft, which put at risk the safety
of  persons  or  property,  that adversely affect the operation of air
transportation, and undermine public confidence in the safety of civil
aviation;
     Taking  into consideration the fact of the Russian Federation and
the  Bolivarian Republic of Venezuela are Parties to the Convention on
International  Civil  Aviation  opened for signature at Chicago on the
seventh day of December, 1944;
     and
     Desiring  to conclude an Agreement, for the purpose of developing
air  services  on  the  basis  of  fair  and  equal  opportunities and
reciprocity, between the two countries;
     Have agreed as follows:
