Article 4

     1.  To  implement  the  provisions  of this Agreement the Parties
shall   establish  a  Working  Group  which  in  accordance  with  the
legislation of either state shall:
     - elaborate programmes of co-operation;
     - determine specific forms and terms of co-operation;
     - sum up and analyse results of co-operation.
     2.  The  Working  Group  shall  consist of representatives of the
Parties  as  well  as  representatives  of  other organizations at the
discretion  of the Parties and shall meet alternatively in the Russian
Federation and in the Republic of Cyprus.
