AGREEMENT
          BETWEEN THE GOVERNMENT OF THE RUSSIAN FEDERATION AND
           THE GOVERNMENT OF THE REPUBLIC OF TURKEY ON EARLY
            NOTIFICATION OF A NUCLEAR ACCIDENT AND EXCHANGE
                  OF INFORMATION ON NUCLEAR FACILITIES

     The  Government  of  the Russian Federation and the Government of
the Republic of Turkey, hereinafter referred to as "the Parties",
     Desiring  to further develop cooperative, mutually beneficial and
friendly  relationship between the Russian Federation and the Republic
of Turkey,
     Recognizing the importance of international cooperation to ensure
safe use of nuclear energy for peaceful purposes,
     Aware  of  the  necessity  to  prevent  nuclear  accidents and to
minimize their transboundary consequences,
     Mindful  that  the  Russian Federation and the Republic of Turkey
are  Parties  to  the  Convention  on  Early Notification of a Nuclear
Accident dated 26th of September 1986, hereinafter referred to as "the
Convention",  as  well  as  to the Convention for Nuclear Safety dated
17th of June 1994, and
     Aiming  at establishing a legal framework to exchange information
on  nuclear  facilities  and early notification of accidents which may
result  in  transboundary  release  of  radioactive  materials  and to
enhance cooperation for improving nuclear and radiological safety;
     have agreed, as follows:
