Article 4
                     Limits in information exchange
                                   
     1.  Information  provided pursuant to Article 3 of this Agreement
shall  not be transmitted to the third Party and shall not be used for
commercial  or  any  other  purposes  not related to the scope of this
Agreement, unless the Parties otherwise agree.
     2.  Under  the  Agreement  information that constitutes the State
secret  of  the Russian Federation or the state secret of the Republic
of Turkey shall not be exchanged.
